About the conference

The European plastics sector is currently experiencing a deep recession, marked by significant declines in production and recycling capacity, as well as the accelerated closure of many facilities. Estimates indicate a potential loss of nearly one million tons of recycling capacity by the end of 2025. Imports of low-cost materials, regulatory burdens, and economic pressures are putting Europe’s competitiveness, circular economy objectives, and green job creation at risk.

At the same time, Romania pays approximately €250 million annually to the European Union due to unmet targets in plastic packaging recycling, in a context of declining demand and market prices.

Urgent policy actions are essential, including trade and market protection measures, harmonized rules on extended producer responsibility (EPR), strict certification enforcement, access to affordable clean energy, streamlined procedures, and targeted investment incentives.

What remains to be done? Which path Europe and Romania should follow?

At the conference, experts from across the European plastics value chain will address key topics for aligning Romania’s national strategy with the European strategy on immediate measures to restore and strengthen the resilience of the plastics value chain:

1. Ensuring a level playing field through similar measures for imports of recycled polymers and finished products.
2. Coherent and harmonized implementation of EU legislation (e.g., clear recycled content objectives) to boost investment confidence.
3. European Plastic Recycling Industry – between crisis and opportunity
4. Improving the EPR system to prevent market fragmentation and reward design-for-recycling initiatives.
5. Alternatives for reducing Romania’s penalty to the EU Budget based on unrecycled plastic packaging waste.
